With the introduction of a new control system in 2005, a new telecontrol system supplier was also sought. As the telecontrol technology was expanded and supervised with in-house personnel, particular attention was paid to ease of use of the technology while making sure all the different tasks were covered.

Description

After initial installations of net-line FW-40 and net-line FWR-40 units with Profibus links in 2005 and 2006, the public utility company’s confidence in SAE technology grew. While the first systems were still being commissioned by the SAE project planning department, the public utility company’s engineers attended training sessions at SAE and meetings of experts in Hamburg. With this expanded knowledge, the new systems were configured and put into operation independently.
The largest station is doubtless installed in the “power plant transformer station”. The station is monitored and remote-controlled. To address the circuit breakers, DSO-2 cards with measuring circuit testing and 1-of-n checking are installed. Furthermore, a total of 17 type 7SA6 and 7SJ80 distance and definite time overcurrent protective units are connected using IEC protocol 60870-5-103. This station has an IEC 60870-5-104 link via an FO section to the Kisters ControlStar control centre.
In order to obtain a comprehensive picture of the situation in the 20 kV network, local network stations have started to be made accessible to telecontrol. In addition to the switch positions, the measured values of the network and of the short circuit indicators are acquired. The connection is made via an in-house telecommunications cable with WT-12 modems.

The public utilities must also meet the most recent requirements.
So a private biogas cogeneration plant has already been connected. This provides 740 kW of electricity and 850 kW of heat. A wood-pellet-fired heating station and a sewage gas/biogas heating plant are likewise installed. The telecontrol stations connect I/Os via contacts and also Profibus DP and Modbus RTU protocols.
To complete the overview, the following connected stations should be mentioned: gas transfer, gas storage containers and the two water works.
The glass fibre ring in the city will be expanded in the near future; then further stations can be connected directly there with IEC 60870-5-104 protocols.
